BENGALURU: The judicial commission probing the June 4 stampede in Bengaluru has reportedly held Karnataka State Cricket Association, Royal Challengers Bengaluru and police responsible for lapses that led to the loss of 11 lives during RCB’s IPL victory celebrations near Chinnaswamy Stadium.The one-man panel of retired Justice John Michael D’Cunha submitted its report to chief minister Siddaramaiah on Friday. “I don’t know the details as I’m yet to read the report. We’ll place the report before the cabinet on July 17 and deliberate on it. The govt will take appropriate action after studying the report and its recommendations,” Siddaramaiah told reporters.CMO sources claimed the report has endorsed the state’s earlier claim in Karnataka high court that social-media promotions and announcements about free passes triggered massive rush.Report criticises issue of offline tickets with no digital options: Sources Organisers were reportedly under pressure to host the event the day after RCB’s win as some players were scheduled to travel out of the country.According to sources, the report noted a complete breakdown of basic security measures and crowd-control mechanisms. It reportedly highlighted a lack of coordination between police and organisers. It criticised the decision to issue physical tickets without digital alternatives, which led to unnecessary crowding. The report is learnt to have flagged a lack of barricading and crowd movement guidelines.The report urged the govt to adopt a standard operating procedure for managing large public gatherings to ensure such incidents do not recur.Justice Cunha, tasked with identifying causes and fixing accountability, conducted site visits and recorded statements from several eyewitnesses, KSCA officials, police as well as govt representatives.
